Urban Free Zones (ZFU)

Presentation

The urban free zones (ZFU) are created in districts with more than 8,500 inhabitants particularly disadvantaged by the criteria taken into account for the determination of the Urban Redynamisation Zones. The list of these areas is annexed to Law No. 96-987 of 14 November 1996 on the implementation of the Covenant of Relance for the City. Their delimitation is made by decree in the Council of State, taking into account the factors capable of facilitating the establishment of undertakings or the development of economic activities.

The Decrees in Council of State No 96-1154 and No 96-1155 of 26 December 1996 as amended by Decrees No. 97-1322 and [No. 97-1323 of 31 December 1997], set the delimitation of the first 44 Franches Urbaines Zones (ZFU). Decree No 2001-706 of 31 July 2001 amends the perimeter of the Zone Franche Urbaine de Grigny — Viry-Châtillon: the Grande-borne and the village of Grigny.

Decree n°2004-219 of 12 March 2004 creates 41 new Urban Franches Zones. Decree 2006-1623 of 19 December 2006 creates 15 new Urban Franches Zones. Decree No. 2007-894 of 15 May 2007 extends the right of way of 31 Franches Urbaines Zones.

The boundaries of the ZFUs are described in the annex to the decrees establishing or delimiting zoning.

Data

The dataset contains:
— the geometry of the Urban Free Zones
— the list of municipalities registered in accordance with the decree
— the zoning tracking list

Open Data File
If you are using the Microsoft Excel spreadsheet, a particular operation is required to open the data file:
1. Create a new Excel workbook
2. Click on the Data tab in the ribbon and then on From text
3. Choose the location of the csv file and click on Import
4. In the window that opens, choose the option Delimited and in File Origin, choose 65001: Unicode UTF8. Click on Next
5. Select only the Separator Virgul. Click on Next
6. Choose the right column data format by referring to the documentation of the dataset. Click on Finish.
