Description
‘The territorial administration of the Republic shall be carried out by local and regional authorities and by the decentralised departments of the State’: that principle, laid down by the Law of 6 February 1992, highlights the paradoxical situation of decentralised State services. Indeed, their essential missions are sometimes, for lack of means, difficult or not at all assumed in certain places of the territory. At the same time, resources continue to be allocated to tasks that are not or no longer a priority, in particular because they duplicate competences transferred to local and regional authorities.
Faced with major changes – geographical, socio-demographic, legal, institutional – devolved state services have already undergone significant and recent reforms. This movement must be continued by clarifying their missions, adapting their territorial organisation and trusting them more to manage their human and financial resources.
