Description
Purchasing public health facilities is a major issue, with a total of €25 billion in spending per year. Purchases of equipment, goods and services alone (€18.7 billion, +52% in 10 years) represent their second largest item of expenditure after staff. Essential to hospital activity, they are a key link in the quality of care. Following a survey conducted with the regional chambers of auditors, the Court finds persistent risks in terms of regularity of purchases, insufficient pooling of this function between hospitals, insufficiently rigorous estimation of the savings obtained, and an inefficient drug purchasing policy. It makes 12 recommendations aimed, in particular, at improving the performance of purchases in the context of local hospital groupings and rethinking the way hospitals buy medicines.
