Managing teachers differently: a reform that remains to be done
Description
The goal of success for all students requires a significant effort to transform our school system. In its report of May 2013, the Court showed that a renewed management of teachers, key actors in the functioning of the education system, was a recognised and important lever for improving its performance.
However, the State has not taken advantage of the large and growing fiscal effort devoted in recent years to national education to carry out structural reforms. The staffing measures taken in 2012 and those on remuneration in 2016 were not matched by any counterparts in terms of teaching conditions, organisation or working time.
