Expenditure on departmental social assistance

Description

Social assistance guarantees people who are unable to provide their own livelihoods the means to support themselves. The field of intervention of the departments has broadened in this respect since 1984, when the decentralisation laws transferred the competences of social assistance to them. Each year, DREES sends to the General Councils a questionnaire to collect information on expenditure falling within their remit by 31 December. This document presents the results of this survey as at 31 December 2011 on metropolitan France and the overseas departments. In 2011, French general councils spent EUR 29.8 billion net on social assistance and, in metropolitan France, EUR 26.9 billion net for the four main aid categories, namely: Net 7.5 billion for expenditure related to the RSA “socle” and “socle plus”, RMI, single insertion contracts, IC-RMA and contracts for the future, including 6.9 billion allocation; 6.8 billion net for social assistance for the elderly; 5.8 billion net for social assistance for persons with disabilities and 6.7 billion net for social assistance for children. The overseas departments spent EUR 987 million on net expenditure related to the RSA, RMI, CI-RMA and future contracts, of which EUR 894 million was allocated; EUR 282 million for social assistance for the elderly; 126 million for social assistance for persons with disabilities and 217 million for social assistance for children.
