Reporting Water Framework Directive 2010: summaries of the status and objectives of water bodies, confidence levels, exemption criteria per WFD basin and for France as a whole.

Description

These summaries drawn up on the basis of data from the DCE 2010 report, the SDAGE 2009 and the State of Play 2009 provide the following information: -the number and percentage of surface water bodies by objective of good global, ecological and chemical status (2015, 2021, 2027 or less stringent objective), classified according to the status of surface water bodies determined in the 2009 inventory. -the number and percentage of groundwater bodies by objective of good global, quantitative and chemical status (2015, 2021, 2027 or less stringent objective), classified according to the status of groundwater bodies determined in the 2009 inventory. -The number and percentage of bodies of surface and groundwater according to the level of confidence (high, medium, low, no information) in determining their ecological status or potential and their chemical status. -the number and percentage of exemptions of each type for all surface and groundwater bodies (technical feasibility, natural conditions, disproportionate costs) -number of water bodies for different status/target pairs for different types of protected area (shellfish areas, Natura 2000 Special Areas of Conservation, Natura2000 Special Protection Areas, Bathing Waters, Vulnerable Areas, Drinking Water Supply Areas, others) The WFD defines the "good status" of a body of surface water when the ecological and chemical status of the body is at least good. - The ecological status of a body of surface water results from an assessment of the structure and functioning of the aquatic ecosystems associated with that body of water. It is determined using quality elements: biological (plant and animal species), hydromorphological and physico-chemical, assessed by indicators (e.g. invertebrate indices or in-stream fish). For each type of water body (e.g.: small mountain streams, shallow lowland lakes, muddy coasts, etc., it is characterised by a deviation from the ‘reference conditions’ of this type, which is designated by one of the following five classes: very good, good, medium, mediocre and bad. The reference conditions for a type of water body are those conditions that are representative of a surface water of that type, with little or no influence from human activity. - The chemical status of a body of surface water is determined with regard to compliance with environmental quality standards (EQS) by means of threshold values. Two classes are defined: good (respect) and not good (non-respect). 41 substances are checked: 8 so-called hazardous substances (Annex IX WFD) and 33 priority substances (Annex X WFD) Good groundwater status is the status achieved by a body of groundwater when its quantitative status and chemical status are at least "good". -Good quantitative status of groundwater is achieved when abstractions do not exceed the renewal capacity of the available resource, taking into account the necessary feeding of aquatic ecosystems. -Chemical status is good when concentrations of pollutants due to human activities do not exceed the standards and threshold values, when they do not hinder the achievement of the objectives set for bodies of surface water supplied by the groundwater in question and when there is no saltwater intrusion due to human activities.
