Banking inclusion and preventing over-indebtedness

Description

Banking inclusion enables a natural person to have sustainable access to and use banking products and services tailored to his or her needs. The Court carried out, at the request of the Senate Finance Committee, an inquiry into public policies in favour of banking inclusion and the prevention of over-indebtedness. This survey focused on schemes such as the ‘right to an account’, the offer of specific banking services for financially fragile customers and La Banque Postale’s banking accessibility mission. From the point of view of preventing over-indebtedness, the conditions for the distribution of consumer credit or the role of microcredit were also examined. At the end of its investigation, the Court notes that the legislative framework for these public policies is more and more mature but that the articulation between the different tools needs to be improved. It also notes that while legislative developments have made it possible to reduce the number of over-indebtedness cases, they are not sufficient to prevent "too much credit".
