This concerns wind as a sustainable source of energy generation.
In 2012, renewable energy carriers account for 11 percent of the total commitment to electricity production. Wind energy in particular contributes to the production of renewable electricity. Biomass, electricity from solar and hydropower occupies a very limited place in the Netherlands.
By 2020, the government wants to have a total of 6.000 MW of power on land (EL & I, 2011). The Energy Agreement (SER, 2013) agreed to a total capacity of 4.450 MW for 2013 for offshore wind.
Due to the high expected subsidy costs, the Energy Agreement pays a lot of attention to the cost reduction for offshore wind which should be achieved through innovations and productivity gains in the construction of the parks.
The potential for the use of wind as a source of energy is not the same everywhere.
The average wind speed on land at 10 meters altitude is only 4.3 meters per second.
Wind energy becomes profitable at an average wind speed of at least 5 m/s (Veum, 2005).
Only a small part of the coastline reaches wind speeds of 7-8 m/s. The average wind speeds in the North Sea are above 9 m/s.

We have not been able to unlock the wind speeds with sound resolution in the North Sea.
