First data from French Extractive Industries: Project-by-project payments
Description
In 2016, **we know for the first time how much French companies pay to the various governments in exchange for exploiting natural resources** around the world and to whom these sums of money go. Thanks to new European bonds, extractive companies registered or listed in France must now disclose these payments, country by country and project by project, identifying the beneficiaries. The publication of these payments therefore represents a step forward for a better understanding of the activities of these companies: thousands of payments have been disclosed by French companies.
Oxfam France, ONE & Sherpa - member of Publish What You Pay - in collaboration with Basic analyzed the first statements of Areva, EDF, Engie, Eramet, Maurel&Prom and Total. An in-depth analysis was carried out on two projects: By crossing the data published by Total in Angola and Areva in Niger and those available in the public domain, the report was able to highlight important elements:
- A study of payments from Angola's largest oil field showed a discrepancy of more than $100 million between what the Angolan authorities claim to have received and what companies claim to have paid, based on Total's statements. the report details the assumptions that may explain such a discrepancy.
A study on the payments made by Areva to Niger shows that the uranium exported by the French company would have been undervalued compared to the price of Nigerien uranium for an estimated loss of profits between 10 and 30 million euros in 2015, or 18% of the health budget, the same year.
