Description
Founded in 1845 and recognised as a public utility in 1860, the Society for the Protection of Animals (SPA) is dedicated to the animal cause and, as such, benefits from the generosity of the public, through donations and, above all, legacies which represent more than half of its resources each year. Its annual budget is around €50 million. Pursuant to Article L. 111-8 of the Financial Courts Code, the Court of Auditors verified that the expenditure of the APS complied with the objectives pursued by the call for public generosity from 2011 to 2015. At the end of its review, in the light of the diligence it carried out and within the limits of the prerogatives conferred on it, the Court finds that the use of the funds collected from the public by the SPA is generally consistent with the objectives pursued by the call for public generosity made during the financial years 2011 to 2015, with two reservations: the failure of internal control, which had not progressed since the previous control, with the exception of improving the management of legacies; the insufficient and delayed renovation of the sites, which had already been criticised by the Court in 2002, while the hoarded financial reserves had accumulated, with own funds reaching EUR 68 million at the end of 2015.
