State financial assistance and disparities in expenditure of municipalities and their groupings
Description
Spending in the municipal sector, close to EUR 150 billion per year, is characterised by its dynamism and wide disparity in amount per capita. The Court, in a survey conducted at the request of the National Assembly’s Finance Committee, developed an econometric model to analyse the determinants of local spending. Conducted for the first time on the scale of inter-communal groups, this study highlights the importance of endowments in explaining inequalities in expenditure per capita between comparable communities. The Court makes three recommendations: to complete the reform of flat-rate State grants, to further intensify equalisation allocations by measuring their impacts more systematically, and to review the eligibility and calculation criteria of allocations, taking into account the new map of intercommunalities on 1 January 2017.
