State aid for home ownership
Description
Four State aids for the acquisition of the main residence currently coexist for first-time buyers: Personal Housing Assistance for Accession (APL-accession), Social Accession Loan (PAS), Enhanced Zero Rate Loan (PTZ+) and Social Rent-Accession Loan (PSLA). In a survey requested by the National Assembly’s Committee for the Evaluation and Control of Public Policies, the Court found that, despite a cumulative amount, albeit poorly assessed to date, of almost €2 billion per year, this complex and poorly articulated package is proving to be less and less effective. If the State wants to continue its policy in this area, several measures will have to be adopted in order to rationalise aid, to better link it with local housing and urban planning policies, and to reduce its cost to public finances. The Court makes six recommendations.
