Description
The governance of gambling regulation in France, which accounted for €44 billion in stakes in 2015, is unsatisfactory, as it is not based on a clear strategy or a coherent organisation. The objectives set by the Law of 12 May 2010 on opening up to competition and regulating the online gambling sector are far from being achieved, particularly as regards health and public order. The changes currently affecting this sector reinforce the urgency of a new approach by the regulatory state. Those are the three main findings of the inquiry requested from the Court by the National Assembly’s Committee for the Evaluation and Control of Public Policies pursuant to Article 132-5 of the Financial Courts Code. The Court makes nine recommendations.
