Retirement pensions for officials: further developments
Description
More than 10 years after a previous report devoted solely to the pensions of civil servants, the Court of Auditors has again examined the pensions of civil servants, extending its analysis to civil servants in the territorial and hospital public services, and examining their specificities and their evolution in the light of the objectives of financial sustainability and justice set for the entire pension system by the Law of 20 January 2014. The significant reforms implemented since 2003 have contributed to the gradual approximation of these schemes to those of private sector employees in key areas, including retirement ages and the pension replacement rate in relation to working pay, but progress remains fragile and partial, notably with regard to the financial sustainability of the schemes and continued convergence between public and private sector pensioners. After analysing different scenarios for structural reform of civil servants’ pension schemes, the Court identifies levers for changes in the rules applicable to civil servants and makes recommendations to strengthen their financial management and governance.
