Young people’s access to employment: building routes, adapting aid
Description
The structure of the labour market in France penalises young people in particular. Their duration of access to stable employment has increased; they are more confronted with job insecurity and part-time work; their poverty rate is high. For several decades, many aids, implemented by multiple operators, have been deployed to correct this situation. This system of public aid has a high and increasing cost (€10.5 billion in 2015), but the results obtained in terms of access to sustainable employment are not commensurate with the objectives set or the resources mobilised.
Financial courts call for greater concentration of public support
focus on young people furthest away from employment and prioritise rapid responses and intensive schemes. Their report includes seven territorial workbooks: Est-Ensemble, Le Creusot – Montceau-Les-Mines, Limoux, Saint-Étienne, Seine-Eure / Haute-Normandie, Thiers and Toulouse.
