Home maintenance of elderly people in loss of autonomy

On 12 July 2016, the Court of Auditors published a report on the retention at home of elderly people who have lost their autonomy: an organisation to improve, aids to be better targeted. The proportion of people aged 80 and over in the French population is expected to double between 2010 and 2060, reaching 8.4 million. At the same time, the number of dependent elderly people is expected to rise to 2.3 million. For the people concerned and their families, the loss of autonomy is psychologically difficult to live. It is also financially. The question of how to deal with the loss of autonomy will arise in an increased way, in the context of limited public resources. The law of 20 July 2001, by creating the Personalised Independence Allowance (PAA), promoted the development of home care and support services, as well as new intermediate arrangements (day reception, temporary accommodation). As a result, there has been a significant improvement in the supply of services, both in terms of quantity and quality, but the knowledge of the needs, the information of the beneficiaries and the steering of this policy remain insufficient. The Court therefore considers it necessary to improve the organisation of the policy of keeping dependent elderly people at home and to target the corresponding aid more effectively.
