Training leavers and return to employment

Description

**This file presents data on access to employment rates for job seekers who leave training.** ### List of tables — All jobseekers — Age, unemployed seniority, level of training, type of training ### Source and Definitions **Source:** Employment Centre (Historical File, SISP)/Acoss-CCMSA (DPAE). **Field:** are considered leavers of training prescribed by Pôle emploi. These are all job seekers who have received training and who have been paid by Pôleemploi (if applicable on behalf of unemployment insurance) for this training, regardless of whether the educational costs of this training have been financed by Pôleemploi or by another body. The exit of training is identified by the end of the payment of the training remuneration. The field therefore does not include persons seeking employment not enrolled in Pôle emploi, nor training courses for which the trainee’s remuneration is paid by a body other than Pôleemploi: public Traineeship Remuneration (RPS) paid by the Region or by the State. For example, training funded by the Regions is only partially covered by the data presented here. The indicator of access to employment** is intended to identify access to a job lasting at least one month in the six months after leaving training. More specifically, jobseekers for whom at least one of the following situations are observed shall be considered to have had access to a job within the 6 months following the end of their training: — have reported a reduced activity of more than 78 hours in the month (category C) without being in category A or B the following month; — have been removed from the employment centre lists on the basis of declared resumption of employment; — be in category E at the end of the month during the 6 months; — have a Pre-Employment Declaration (PADP) for a CDI or a CDD of more than one month transmitted to the Urssaf or MSA by an employer (excluding temporary employment contracts, for which the duration is not known in the DPAE). ### The types of training **Pre-recruitment Training Action (AFPR) and Operational Preparation for Individual Employment (POEI):** with a maximum duration of 400 hours, these pre-employment trainings allow the job seeker to acquire skills necessary to fill a job corresponding to an offer submitted by a company to Pôle emploi. The employer’s hiring project determines the assistance that can be mobilised: CDI or contract of at least 12 months for the POEI, contract of 6 to 12 months for the AFPR. The training is carried out either by an internal or external training organisation or by the company itself in the form of mentoring. **Individual Training Assistance (AIF):** it is allocated by Pôle emploi to finance vocational training necessary to return to employment or to set up a business when the other schemes cannot be mobilised. ** Contracted Training Action (AFC):** the training action contracted by Pôleemploi aims to develop the skills of registered jobseekers, in particular those with low qualifications and/or retraining, to meet the recruitment needs of companies. **Other training prescribed but not funded by Pôleemploi:** these are mainly trainings funded by the Regional Councils and Operational Preparation for Collective Employment, financed by OPCAs. The collective POE concerns programs leading to the discovery of the professions of a sector, or to acquire the skills required to occupy jobs corresponding to needs identified by a branch agreement. The collective EPO is not subject to the requirement to submit a job offer prior to the implementation of the training. It may not exceed 400 hours.’
