Base of Sports Technical Advisors
Description
Since the 1960s, the sports movement has benefited from specific technical support through the intervention of civil servants or public officials remunerated by the State, known as Technical Sports Advisers (CTS). The exercise of their mission is regulated by Articles R131.16 et seq. of the Sports Code.
The tasks of sports technical advisers which may be exercised with sports federations (...) shall be those of national technical director, national coach, national technical adviser or regional technical adviser.
These missions focus on the development of physical and sporting activities, and in particular on the practice of sports within sports associations as well as on the detection of young talents, the development of the elite and the training of managers, volunteers and professionals. They are responsible for implementing the sports policy defined by the federation.
An annual or multiannual mission letter shall lay down, for each member of staff carrying out a mission as a sports technical adviser, the detailed content of the tasks entrusted to him or her and the arrangements for his or her intervention. It shall lay down the duration of such missions.
It shall be drawn up by the Head of Service, after consulting the staff member concerned, on the basis of proposals made by:
- The president of the federation, for staff carrying out the task of national technical director;
- The national technical director, for staff working as national coaches or national technical advisers;
- The national technical director after consulting the president of the league or regional committee, for staff carrying out a mission of regional technical adviser.
Each year, the Minister responsible for sports draws up a statement of the number of officials paid by the State carrying out the tasks of CTS and their distribution among the various sports federations.
This state is made from a database, of which the present set is an extraction. It also details the share devoted by each STC to each major action of the State’s sports policy.
The purpose of the CTS_2016 dataset is to monitor the performance of the tasks of each CTS as mentioned in their mission letter. It is presented by proportion (percentage) of the working time of each STC and by type of action.
