National inventory of radioactive materials and waste

Description

As part of its general interest mission, [Andra] (http://www.andra.fr) is responsible for periodically identifying all radioactive materials and waste present on French territory. It shall endeavour to give as complete and exhaustive a view as possible of their nature, quantity and location. The Law of 28 June 2006 thus provides that Andra regularly publishes this information from the data declared by the producers (EDF, Areva, CEA, etc.). To simplify access to these data and for the sake of transparency, Andra publishes each year the source file of the National Inventory of Radioactive Waste, which can be downloaded on this page and on the website [www.inventory.andra.fr] (http://www.inventory.andra.fr) **How is this file built?** Producers and holders of radioactive waste have six months to send Andra the inventory of waste on their installations as at 31 December of the previous year. These data are then processed by Andra: 1. Verification of the completeness and consistency of the information reported. 2. Validation of declarations from waste producers and holders. 3. Concatenation of the database of waste declared by waste producers / holders and the database of geographical coordinates (city, department). 4. Publication of the .csv file "National Inventory of Radioactive Waste". **Released data:** The ‘National Inventory of Radioactive Waste’ file contains the following fields: 1. City: the municipality in which the installation is located. For Paris, the arrondissements are specified.```` 2. Department: number of the department in which the installation is present. 2. Insee code: it is the unique common code assigned to each municipality that has existed. 4. Name of site: name highlighting the activity and business name of the site. 5. Waste groups: input field to make the declaration more readable by specifying, for example, the physical nature of the waste or the location of the waste on the site. This field is only present for complex declarations. 6. Waste sub-group: optional field present only on complex declarations. This field allows registrants to have an additional level of description. 7. Physical description: Physical description of waste according to the terms of the declarant for complex declarations. For simple declarations, waste holders must comply with the terminologies of the Andra Removal Guide (this [guide ](http://www.andra.fr/guide)details the technical specifications that radioactive waste must comply with.). In this field, gross quantities of waste are also reported in tonnes, m3 or number of objects. Gross quantities are the quantities of waste produced, in particular, before treatment (incineration, compaction, etc.) or packaging. 8. Category: reporting of waste in defined categories (HA, MA-VL, FA-VL, FMA-VC, TFA, VTC, Others). The usual classification of waste, taking into account the level of activity of radionuclides and their period, makes it possible to direct radioactive waste to the management pathway adapted to their characteristics. However, it does not take into account certain degrees of complexity which lead to the adoption of a management method different from that corresponding to the category to which the waste is assimilated. Other criteria, such as stability or the presence of toxic chemicals, must also be taken into account. 9. IN family: A waste family means a group of radioactive wastes having similar characteristics with regard to the following criteria: – the category of waste; – the industrial activity giving rise to the generation of waste; – the physical and chemical characteristics of the raw waste before packaging; – the state of production of the raw waste and the package. The list of families shall be drawn up by the Director-General of the National Agency for Radioactive Waste Management. It is published every year on the website www.inventory.andra.fr. 10. Conditioned equivalent volume (m3): Unit adopted to carry out the balance sheets. This makes it possible to use a homogeneous unit of account for all waste. For waste for which conditioning is not yet known, assumptions are made to assess the equivalent conditioned volume. For deep storage, additional packaging called storage packages is necessary to ensure handling, safety or reversibility functions. 11. Increase: the declarant may, if he so wishes, specify whether the activity he has declared is an increase by inserting the sign ‘<’. 12. Activity (Bq): activity on 31 December of the previous year, declared in Becquerel by the waste producer/holder. Some producers/keepers do not declare it because the waste is not yet radiologically characterised. 13. Main radionuclides: major radionuclides present in the waste. Some registrants do not specify them because the waste is awaiting radiological characterisation.
