In 2015, 5.3 million people benefit from supplementary universal health coverage (CMU-C). Created in 2000, this complementary free health aims to play a protective role by allowing people with low resources to access care.
CMU-C beneficiaries are in poorer health than other insured persons and therefore their health expenditure is higher. Taking into account socio-economic characteristics and differences in health status, CMU-C promotes access to care in the same proportions as other complementary coverage.
When using care, CMU-C beneficiaries have health expenses similar to those of other insured persons, with the exception of generalist expenses, which are higher. CMU-C also reduces the risk of waiving care for financial reasons, as well as standard supplementary coverage.
