The Departmentalisation of Mayotte
Description
On 13 January 2016, the Court of Auditors published a thematic report on the departmentalisation of Mayotte, the island of the Comoros archipelago, attached to France since 1841. Territorial collectivity of the Republic and then overseas community, it became Department of Mayotte on 31 March 2011. Implemented in a worrying socio-economic context, marked by strong demographics and significant irregular immigration, this rapid departmentalisation has been poorly prepared and poorly managed. The financial situation of the Department and the municipalities of Mayotte has deteriorated. The lack of clarity in the financial perspective for this institutional development further complicates the situation. The prerequisites identified in 2008 in the “Departmentalisation Pact” have not been completed in due course: alignment of applicable regulations and legislation, transition to taxation under common law, land issues, in particular. In the face of the urgent need for basic infrastructure (water, sanitation, housing, school buildings) and social problems on the island (including child welfare, unemployment), the Department and the State must set clear priorities and undertake the implementation of appropriate measures without delay.
