Populations at risk of disability and restrictions on social participation — An analysis from the Handicap-Health survey of households (HSM, 2008)

The concept of disability no longer refers only to the functional disorders of the person but also to the interaction between limitations and the environment that lead to restrictions on activity or social participation.
From the Disability-Health Survey (2008-2009), this study counts people at risk of disability aged 20 to 59 living at home according to three approaches: that of functional limitations, that of an administrative recognition of a disability and finally of a disability felt. 4.6 million people belong to a population at risk, 16 % of which combine all three approaches.
Restrictions on activity in daily life, difficulties in accessing employment and not living as a couple illustrate the significant restrictions on social participation, particularly when all three approaches to disability are combined. Among populations at risk of disability, 15 % have an activity restriction. People at risk of disability are generally less educated and less often active. Among people aged 25 to 59, singles are more numerous in cases of administrative recognition of disability. However, the early onset of a deficiency remains an important exclusion factor.
