The payroll of the State: challenges and levers
Description
On 9 September 2015, the Court of Auditors published a report on the state wage bill requested by the Senate Finance Committee pursuant to Article 58(2) of the Organic Law on Finance Laws. The wage bill represents a significant part of general government expenditure. That of the State, France’s largest employer with two million agents, amounts to EUR 120.8 billion for the general budget in 2014. The Court’s investigation aims to shed light on the challenges and recent developments in this expenditure and to identify the levers that could be mobilised to enable a dynamic management of human resources while respecting the objectives of the evolution of public expenditure set by Parliament.
