15069 — Issue rate for the 20 countries with the lowest rates of issuance
Description
Since 2009, special monitoring has been provided for countries with the lowest rates of issuance in that year. The table shows the evolution of the issuance rates of these twenty countries, which decreased significantly in 2013 compared to the previous year (27.8 % vs. 32.82 %).
In the issue of consular passes, the difficulties identified are of several types:
• the conduct of the foreign national, who discards any personal document, including his passport;
• the practices of certain consular authorities, which result either in responses out of time, thus unusable, or in refusals or in the absence of a response.
