15051 — Temporary residence card issued to first-time arrivals (metropolis)
Description
The temporary residence card is, in principle, the title of renewal of a VLS-TS (except in the case of exceptional admission to stay and for certain categories of foreigners who are not covered by the VLS-TS).
When the temporary residence card is issued in renewal of a VLS-TS, it is counted as a renewal and no longer appears, by convention, as a title of first issue in the statistics. Since the introduction of VLS-TS on 1 June 2009, its number has been significantly reduced mechanically and it is important not to compare the CST figures before and after 2009. In 2012, 63,311 CSTs were issued.
