Deliberations of the Municipal Council
Description
This data provides data on the binding decisions of the municipal councils of the City of Montpellier from 2012 onwards. The deliberations are available as a pdf text file by city council for councils from 25/06/2012.
It should be noted that the lists are not necessarily exhaustive, some deliberations cannot be extracted automatically.
However, the deliberations and decisions are also available in pdf image file, by year in the form of a volume, from 2012 onwards, since the data: Record of Proceedings - Decisions

Enforceable deliberations shall be accompanied by a list of all deliberations for available advice.
Pursuant to Article L. 2121-29 of the General Code of Local and Regional Authorities (CGCT): « the municipal council regulates by its deliberations the affairs of the commune. This is a general jurisdiction clause. Although, as a precaution, the CGCT expressly provides for the intervention of deliberation in certain areas (voting the budget, the administrative account, the creation of elementary and material classes, etc.), the municipal council is required to intervene, by deliberation, in all areas devolved to the municipality. Deliberation is therefore the basic act of municipal action, the legal and political empowerment underlying the intervention of the city services. As an enabling act, it is imperative that the deliberation be enforceable (after publication and transmission to the legality check) before any implementing act is taken. Therefore, an agreement, a contract or any other act the signature of which is authorised by a deliberation may itself be signed only on a date subsequent to the date of publication and transmission to the prefecture of the deliberation. The mayor, as the executive body, is responsible for preparing and carrying out the deliberations of the city council. This principled competence of the municipal council is only diminished by the decision-making system and the mayor’s own powers.
IMPORTANT: files that list all VilleMTP_MTP_Delibs.xls and VilleMTP_MTP_Delibs.csv deliberations suffered a problem due to the presence of a special back-to-the-line character during their automatic generation.
We have solved this problem, however the compilation is now effective from the council of November 25, 2013.
