The introduction of activity-based pricing for short stays in 2004 has encouraged healthcare institutions to improve their efficiency by developing their activity while controlling costs and lengths of stay. As the overall funding for these institutions is regulated through a national spending target, some form of competition has developed, notably between the public and private sectors.
