File "Associations" published by DILA, reformatted

Description

The ''ASSOCIATIONS'' data comes from the dataset published by DILA on [https://www.data.gouv.fr/en/dataset/associations](https://www.data.gouv.fr/en/dataset/associations) They have been returned to CSV format to facilitate their reuse. A CSV file contains the annual publications in JOAFE. XML > CSV transformation is done using XSLT. The stylesheet used is available on [github](https://github.com/osm-en/bano-addr-collect/tree/master/jorf-associations) as well as the script for downloading, decompacting files, extracting .xml and transforming into CSV.
