The SCOT helps to ensure the balance between development
urban areas, the preservation of agricultural and forestry spaces,
protection of natural spaces and landscapes, urban diversity and
social diversity in housing an economic use of space,
control of travel demand, restriction of traffic
automotive, the preservation of air quality, water,
environments and sites.
