R & D in France measured by the Dird (internal expenditure = execution)
Description
Total R & D carried out in France (within the meaning of the international definition of “Frascati”, which covers basic research, applied research and experimental development) is measured by the surveys of the Ministry of Higher Education and Research. These surveys determine, without double counting, all R & D tax-free expenditure carried out on the national territory (DIRD: domestic R & D expenditure), regardless of the source of funding. The Ministry of Higher Education and Research (MESR) distinguishes between enterprise R & D (DIRDE) and administrative R & D (DIRDA). The latter includes the Civil Administration DIRD (DIRDAC) and research carried out by the Defence Laboratories, or Internal Defence R & D Expenditure (DIRDD), a significant part of which (nearly 70 %) is carried out in the Military Applications Directorate of the CEA (CEA/DAM).
