What is the link between PRES, RTRA, and Pôles de Competitiveness?
Description
In less than two years, a series of close initiatives have given rise successively to the Competitiveness Poles, then to the Research and Higher Education Centres (PRES), the Thematic Networks of Advanced Research (RTRA), the Carnot Institutes.This institutional flowering is based on a common observation: the attractiveness of our country and the revival of economic dynamics require cooperation between actors both too fragmented and too isolated, both in the higher education and research system, as well as in the business world. The various instruments mentioned therefore aim, each according to different principles, to federate, structure and visibilise these different actors. Therefore, two types of questions arise, which are at the origin of this work: what is the role of the new instruments of Higher Education-Research (ESR) in relation to the Competitiveness Hubs; how do the new ESR instruments position each other? is there coherence, complementarity or on the contrary redundancy or even antagonism;
