Description

Data on social protection expenditure and its financing are derived from the Social Protection Accounts, satellite accounts of the National Accounts. These accounts are intended to describe all operations (financial flows) contributing to the coverage of social risks to which households are exposed (health, old-age-survival, maternity-family, employment, housing, poverty-social exclusion), within a framework of social solidarity. This includes social benefits, i.e. financial transfers received individually by households and social services, grants or subsidies paid overall to public institutions or bodies in return for the services they provide free of charge or almost free (in particular hospital benefits).In 2009, social protection expenditure amounted to EUR 624.5 billion. The amount of social protection benefits accounts for the majority of these benefits: EUR 597.6 billion. These are up 4.7 % compared to 2008. In addition to expenditure relating to sickness and old-age-survival risks, which account for almost three quarters of the amount of benefits, the growth in expenditure is driven by the sharp increase in unemployment and the generalisation of the Active Solidarity Income (RSA).
