This concerns the presentation of the grounds for refusal to award
grants for health and social training and the number of refusals per
session. \
4 types of possible refusal decisions: BR = grant refused; AB= stop
scholarship (in case of abandonment of training); RGR= gratis appeal
refused, DI: incomplete file
