Evaluation of agglomeration contracts (synthesis)
Description
This evaluation of agglomeration contracts aims to assess the effects of this contractual approach on the modes of conduct of public action, more than to measure their impact on the sustainable development of the territories. This summary report includes: the preliminary inventory drawn up on the basis of an exhaustive reading of the contracts, the questionnaire surveys carried out with the regions and the SGARs, and finally the fifteen local monographs of agglomeration contracts1. After a brief reminder of the main characteristics of the national landscape of agglomeration contracts, this synthesis focuses on comparing the results of these contractual approaches to the initial intentions. Finally, general lessons and recommendations are outlined.
