Opinions and advice from CADA

Description

This dataset contains the opinions issued by the [Commission d'accès aux documents administratif](https://www.cada.fr/) (CADA) and its advice to administrations under the provisions of Book III of [Code des relations entre le public et l'administration](https://www.legifrance.gouv.fr/affichCode.do?cidTexte=LEGITEXT000031366350) (CRPA). These data were released following CIMAP Decision No 25 of 18 December 2013 on the abolition of charges on certain datasets. The 4,000 opinions and councils present until the end of 2012 constitute a representative panel of requests that the commission has been seized of since its creation in 1978. They are mainly concentrated on the years 2000-2012. From the end of 2012, all opinions and advice are available. New notices issued (and anonymized) are added as a new CSV file. The latest added files are available for download, as well as the main file that contains all the reviews and tips. _Notes:_ _CSV files are encoded in UTF-8 and the field separator is the comma. They can be easily opened in the office suite [LibreOffice] (https://en.libreoffice.org/) in particular._ _Records marked "Party" with the value "IV" correspond to the opinions rendered on behalf of the CADA by delegation given to its president under articles L.341-1 and R.341-5-1 of the RCAP, which do not give rise to a review in session by the commission. This field is filled in for a purely technical reason but its content does not constitute significant data._
