Precincts of the Geographical Information System for Agricultural Parcels (SIGPAC - SPAIN)
Description
The geographical information system for agricultural parcels (SIGPAC) is regulated by Royal Decree 1047/2022 of 27 December 2022. It is the Land Parcel Identification System (LPIS) provided for in the Community legislation of the Common Agricultural Policy (CAP) as one of the components of the Integrated Administration and Control System (IACS) for direct area payments and other similar payments. The LPIS-GIS is configured as a geographical database that contains the geographical delimitation of each plot with its individualized reference, the attribute corresponding to its agricultural use and other relevant information, in addition to other cartography necessary to fulfill its function, and orthophotographs and reference maps of the entire national territory.
The LPIS-GIS plot is the reference parcel as referred to in Article 2(2) of Commission Delegated Regulation (EU) 2022/1172 of 4 May 2022 supplementing Regulation (EU) 2021/2116 of the European Parliament and of the Council. It is defined as a continuous area of land, geographically delimited, stable over time, measurable, within a SIGPAC parcel with a single use of those defined in Annex IV to Royal Decree 1047/2022 and with a unique and unambiguous alphanumeric reference.
The graphic information of the plots is contained in a vector layer of the SIGPAC that complies with the standards required for the 1:5,000 scale. The alphanumeric database contains the following minimum information for each of the enclosures: identification codes, area, grassland eligibility coefficient, perimeter, assigned use code, incidents detected in the subdivision, irrigation coefficient, average slope, number of nut trees by species and region of basic income support for sustainability (as defined in Article 8 of Royal Decree 1045/2022 of 27 December), as well as other information to be determined by the Management and Control System Bureau.
The scope of the SIGPAC is national, and legally it is configured as a public register of an administrative nature, dependent on the Spanish Agricultural Guarantee Fund and the ministries with competences in agriculture of the autonomous communities.
In addition, LPIS-GIS plots are classified as High Value Data Sets, in accordance with Implementing Regulation (EU) 2023/138.
