EmissionSEA - Determination of CO2 emissions of ships by big data analysis.

Since January 2018, all owners of seagoing vessels (shipowners) have to transmit CO2 emissions to the European Commission. This is done in accordance with EU Regulation (EU) 2015/757 on the reporting, monitoring and verification (MRV) of CO2 emissions from all merchant ships operating to or from Europe or within Europe independently of the flag state. This should enable monitoring and help to achieve the European target of a general reduction of 55% of CO2 emissions by 2030. A verification of the data reported by the shipowners is so far hardly possible without the help of data from third parties. Since ships operate worldwide and the routes deviate due to weather conditions, projections such as in road traffic are not feasible. Therefore, the EmissionSEA project of JAKOTA Cruise Systems GmbH, FleetMon, developed a methodology for the quantitative determination of CO2 emissions from global shipping. The calculation is based on data from the Automatic Identification System (AIS) available to the Federal Maritime and Hydrographic Agency and the German Aerospace Center (Deutsches Zentrum für Luft und Raumfahrt; DLR) as well as on weather data from the German Weather Service. The developed EmissionSEA module provides authorities, shipping companies and other stakeholders with an easy-to-use, comparative analysis tool to check the plausibility of the CO2 emissions reported by the ships. In the event of large deviations, it will now be possible to carry out random checks in a more targeted manner and, if necessary, to initiate measures and penalise violations of the law.
