Preparatory studies of urban development measures
Description
Section 165(4) of the Building Code provides for preparatory studies to be carried out in order to determine whether the conditions for formally defining the study area as an urban development area are met. The preparatory studies will analyse the framework conditions, possibilities, obstacles as well as opportunities and risks of an urban development of the environment of the future long-distance railway station Hamburg-Altona.
The preparatory studies will focus in particular on the need for the development of the area, an analysis of the initial situation, for example by identifying the social, structural and urban development and ownership relationships, the development of the general development objectives to be pursued and a rough development concept, findings on the willingness of the owners to cooperate, the examination of the necessity of the special development law instruments and the assessment of the rapid feasibility of the measure.
