Description
Action areas shall be designated in accordance with Section 11a of the Water Supply Act. Action areas shall be designated within sensitive extraction areas in the OSD and catchment areas for public water supplies outside the OSD. Areas of action are areas where special efforts to protect water resources are necessary to safeguard the interests of drinking water. According to Section 13 of the Water Supply Act, for each action area, the municipal council must adopt an action plan. The basis for establishing the focus areas in this theme is groundwater mapping.
Areas of action within nitrate-sensitive abstraction areas are designated in areas where there is a need for stabilisation of nitrate leaching, stricter requirements for nitrate leaching or lower nitrate leaching in the long term. In practice, this is assessed on the basis of land use. Large contiguous areas where the nitrate load is permanently minimal shall not be designated as a focus area. A change in land use could also lead to a change in the need for action. The zoning guidelines (MST, 2000) and the Environmental Protection Agency’s guidance note Nitrate vulnerability and delimitation of the NFI and IO, which clarify the guidelines in the zoning guidelines (MST, 2000), are used for the designation.
Areas of intervention within pesticide-sensitive extraction areas have been identified on the basis of soil sensitivity to pesticides, cf. KUPA (Concept for Designation of Pesticide-sensitive Areas) for sandy soils. This is based on an assessment of the soil content of humus and fine grain fraction (clay and silt) in the upper meter of the soil.
The SFI has been designated for sandy soils that are, or may be, in crop rotation and where there may be a special risk of leaching of pesticides into groundwater, even though the pesticides have been approved and are used regularly. The criteria for the designation of SFIs are as follows:
1.Within the OSD and catchment areas outside of them.
2. Clay fraction < 10 %.
3. Non-low-lying land or non-cultivated land (urban, forest, infrastructure, etc.).
Spray-sensitive sandy soils are demarcated for the whole country. Reference is made to the report "Action areas within pesticide-sensitive abstraction areas" (NST, 2015).
