Description

Technical description: The aim of the EC Directive on Flood Risk Management is to reduce the risks arising from flooding. The first of three mandatory steps towards this goal is flood risk assessment. As a result, the risk areas for inland flooding and storm surge are published here. The second step is the identification and presentation of hazard and risk maps in the risk areas. The hazard and risk maps each cover three flood events. For inland floods, the frequent event (marking: H for High) a 10-year, medium event (marking: M for Middle) a 100-year and the rare event (marking: L for Low) is a 200-yearly. For the areas at risk from storm surges, the frequent event is a 20-yearly event, the medium event as in the case of inland floods is a 100-yearly event and the rare event is an extreme event in which a rare, extremely high water level (7.30 m asl at the St. Pauli level) is assumed and in addition the effect of the flood protection systems is disregarded. The hazard maps show the extent of flood events in the form of the extent and the water depths that occur. The risk maps show how the affected areas are used, the location of industrial plants and protected goods and the number of potentially affected inhabitants. The final step is to develop a flood risk management plan. Legal background: The Flood Risk Management Directive (2007/60/EC of 23 October 2007) regulates the preparation and publication of flood risk maps. The legal transposition of this EC Directive into national law took place with the amendment of the Water Resources Act of 1 March 2010. The data for flood risk management (HWRM) maps of the 1st reporting cycle (2013-2019) are provided here as a WMS representation service and as a WFS download service.
