Carbon dioxide emissions: Municipal CO2 balance sheets City of Konstanz

Description

The data on CO2 emissions by sector are based on the energy balances for Baden-Württemberg, which are initially only available at state level. In calculating the emission values at district and municipal level, model assumptions are necessarily used, and thus partly generalising in the various sectors. In particular, due to a lack of primary statistics, average energy consumption per dwelling or per employee subject to social security contributions is expected in the households, trade, commerce, services and other consumers sector. Regional mitigation measures in this sector are therefore not fully taken into account in the modelling.

Methodical hints: Changes General/ Methodical CO2 calculation regional/ Revision from autumn 2019:

- Conversion to the final energy balance 2016

- The emission factors for combustion-related CO2 emissions from the reporting year 2016 onwards have been updated with data from the Federal Environment Agency in accordance with NIR 2019.

- National flight's nationwide share of total flight was reduced by an average of 10% by the Federal Environment Agency in NIR 2019 from 1990 onwards. As a result, all emissions from national aviation and thus emissions from the transport sector change.

- The regionalisation data from other official and non-official sources were reviewed and updated with regard to data availability for the respective reporting year, and the detailed calculations were methodically standardised.

- The annual mileage on which regional road transport emissions are based has been subject to a fundamental revision since 2010. The traffic census year 2010, which forms the basis for the continuation of the years 2011 to 2014, draws on significantly changed counting results according to the new traffic monitoring. The 2015 traffic census forms the basis for future updates from 2016 until the next census. - For methodological reasons, regional road transport emissions from electricity will not be reported until reporting year 2016.
