Financial implementation of the European Regional Development Fund, Cohesion Fund, European Social Fund and Fund for European Aid to the Most Deprived for the programming period 2014-2020
Description
The functions of the National Fund Directorate as the Certifying Authority and the body responsible for receiving the funds under operational programmes co-financed by the ERDF, ESF, CF, YEI and FEAD during the period 2014-2020 are defined in Article 27 of the Rules of Procedure of the Ministry of Finance and Decree No 79 of the Council of Ministers of 10 April 2014.
As Certifying Authority, the Directorate performs its functions in accordance with the requirements of Article 126 of Regulation (EU) No 1303/2013 and Article 33 of Regulation (EU) No 223/2014, namely:
• Certify expenditure and prepare payment applications for operational programmes certifying that they are the product of reliable accounting systems and are based on supporting documents verified by the relevant Managing Authority;
• For the purpose of certification, ensure that the Managing Authorities provide adequate information on the procedures applied for the verification of expenditure and the management verifications carried out;
• Take into account in the certification of expenditure the results of all audits carried out by national and European audit authorities and control bodies;
• Maintains accounting information in computerised form for expenditure, including the corresponding public funding paid to beneficiaries under the operational programmes and declared to the European Commission;
• Maintain accounting information on the amounts to be recovered and the amounts withdrawn as a result of the termination of all or part of the contribution to an operation;
• Prepare and send to the Commission payment applications for each operational programme, on the basis of which the Commission reimburses the expenditure incurred by the Republic of Bulgaria under the ERDF, ESF, CF, YEI and FEAD of the EU;
• Reimburse the amounts recovered before the closure of the operational programme by deducting them from a subsequent statement of expenditure to the Union budget;
• Draw up the annual accounts referred to in Article 59(5)(a) of the Financial Regulation;
• Certifies the completeness, accuracy and veracity of the information in the annual accounts and that the expenditure entered in them complies with the applicable legislation and has been incurred for projects selected for funding in accordance with the criteria approved for the operational programme concerned.
The attached information is prepared on a monthly basis by the National Fund Directorate at the Ministry of Finance. The table contains information on the budget of the Operational Programmes 2014-2020, allocated to European and national funding, the tranches received from the European Commission (advance and interim), the funds paid to beneficiaries under the programmes (European and national funding) and the expenditure declared to the Commission.
The summary provides information on the implementation of the Operational Programmes 2014-2020 from the beginning of the programming period until the last date indicated in the note.
