Priority neighbourhoods of the policy of the city of Guyana (Decree of 30/12/2014)
Description
The priority areas of the city’s policy are urban areas characterised by a minimum number of inhabitants and a gap in economic and social development, which is appreciated by a criterion of inhabitants’ income. In overseas departments and communities, these neighbourhoods may be characterised by social, demographic, economic or housing criteria, taking into account the specificities of each of these territories. Decree No 2014-1575 of 22 December 2014 on the procedures for determining the priority areas of the city’s policy specific to the overseas departments, Saint-Martin and French Polynesia thus determines the method of delineating the contours of the priority neighbourhoods of the city’s policy in the overseas areas. It is adopted for the application of Article 5 of Law No 2014-173 of 21 February 2014 on programming for the city and urban cohesion.
Article 4 of Decree No 2014-1575 of 22 December 2014 sets out the special provisions applicable to Guyana:
‘Without prejudice to Article 1 of the above-mentioned decree of 3 July 2014, a priority area of city policy shall meet the following criteria:
(1) The urban territory in which it is situated is an urban municipality with a population of at least 5,000 inhabitants situated in an urban area as defined by INSEE, having itself a population of at least 15 000 inhabitants calculated from the total population defined by Article R. 2151-1 of the General Code of Local Authorities;
(2) The development gap in relation to, on the one hand, all the municipalities of the urban territory defined in (1) and, on the other hand, the municipality in which it is located is assessed on the basis of a classification of the sub-communal units constituted by the islands grouped for statistical information (IRIS), as defined by INSEE, of those municipalities, according to a summary indicator constructed on the basis of the following statistical parameters:
the proportion of unemployed persons in the labour force;
the proportion of inactive persons in the population aged 15-64;
the proportion of inactive youth out of school in the population aged 18 to 25;
the proportion of non-graduates in the population aged 15-64;
the proportion of single-parent families in all families;
the proportion of unsanitary dwellings in all dwellings, with unsanitary housing being a dwelling classified as a makeshift dwelling by INSEE at the time of the population census, housing without running water or housing without sewage disposal;
g) The proportion of overcrowded dwellings in all dwellings, with overcrowded housing being a dwelling whose number of rooms is less than the theoretical number of rooms established by INSEE.
A priority district is composed of IRIS which, after the application of the synthetic indicator defined in 2°, shows a positive result.’

For the municipality of Cayenne: Anatole, Bonhomme, Pastor Voltaire, Cabassou, De Gaulle, Eau Lisette, Galmot, Chinese Village, Mango, Mirza, Mont Baduel, Market Centre, Thémire;
For the municipality of Rémire-Montjoly: Mahury-Dégrad des Cannes, Residence Arc En Ciel Alizées, Lot Tarzan;
For the municipality of Matoury: Balata, Cottonnière, East Cogneau, Le Grand Larivot, Sud Bourg;
For the municipality of Macouria: Soula East, Tonate;
For the municipality of Kourou: ELDO, L’Anse, Mairie-Bourg;
For the municipality of Saint-Laurent du Maroni: Balate-Charbonnière, Centre Ville, Fatima-Route de Mana, RN1-Les Sables Blancs, Saint-Jean, Saint-Maurice.
