Comparison of mental disability care in the six largest cities
Description
The number of clients, services and costs of social care in the six largest cities in Finland in 2004-2016. Since 2017, the data have been linked to the comparison of services for people with disabilities.
The examinations of customer numbers, services and costs of mental disability care in the six largest cities are mainly limited to services and their costs under the Act on Special Care for Persons with Developmental Disabilities (519/1977). The Developmental Disabilities Act provides for the provision of special care to persons whose development or mental activity is prevented or disturbed by an illness, defect or disability acquired during congenital or developmental age and who cannot receive the services they need under other law. Persons with intellectual disabilities may receive priority services on the basis of, for example, the Social Welfare Act (710/1982), the Act on Disability Services and Support Measures (380/1987), the Child Care Act (36/1973) and the Health Care Act (1326/2010).
In Turku, some services for people with intellectual disabilities are organised according to the Social Welfare Act, which is why Turku’s data also includes services in accordance with the Social Welfare Act. In addition, short-term care for persons with intellectual disabilities related to the holidays of informal care support is included in the data of Helsinki, Espoo and Turku, as its costs are included in the costs of mental disability care (see Act 937/2005 on support for informal care). The Tampere data include short-term care in the institution related to the holidays of informal care support, as its costs are included in the costs of mental disability care.
Municipalities organise special care services for people with intellectual disabilities themselves or buy them from joint municipal authorities, other municipalities or private service providers. Only those customers who are residents of each municipality and whose services are organised by the municipality in question are taken into account when collecting information on the activities and costs of mental disability care in six cities. Under the Municipality of Residence Act (201/1994) and the amendments to the Social Welfare Act that entered into force on 1 January 2011, the number of persons who moved to or from the municipality during the year has not been significant.
The sixth cities are made up of the six most populous cities in Finland. The six cities in the order of the population include Helsinki, Espoo, Tampere, Vantaa, Turku and Oulu. The six working groups compare the social and health services of cities and early childhood education and care services. Data on customer numbers, performances, personnel and costs are mainly compiled from municipalities’ own information systems and financial statements. City experts agree on as uniform definitions as possible for data collection and implement the data collection in practice.
