Status of the official measurement of the MOPplusFR model
Description
The state of official measurements is characterised by three fundamental concepts: - The progress of measurement companies - The status of geodata - The quality of geodata These three concepts depend on the company in question. An official measurement company represents an entity that allows the administrative management of the official measurement. In particular, a company contains information on the volume of work, the distribution of costs between the Confederation and the Canton, deadlines and the perimeter(s) of the lot(s). A company is opened and then recognised at the end of the public inquiry that closes the works, on the decisions of the Federal Directorate of Cadastral Measurements. A company provides valuable information about the quality of the geodata that is disseminated. The status found both as an attribute of the ‘Status’ data and as an attribute of the ‘Status of the undertaking’ companies serves to characterise the geodata made available. The values used differ depending on whether current land ownership, projected land ownership or descriptive data are considered. The layers of the articles of association also describe the geodata made available which do not belong to the Client within the meaning of the 1993 legal bases. The quality standards of the MO are represented in three distinct layers. - Quality of buildings in force; - Quality of the buildings planned; - Quality of descriptive data. The first layer represents the quality standard of buildings that have been the subject of an initial survey and are registered in the land register. These data can also be viewed through the Plan RF application. It is possible that the MO data is available at standard MO93 and that their recognition to the RF is being carried out. This data is then represented in the second layer of information as a quality standard for the projected buildings. This information is important in many application areas where the quality of geodata takes precedence over their legal status. This data can also be viewed through the Plan MO application. The information contained in the measurement documents gives information on the characteristics of the land. However, they do not benefit from the effects attached to the land register. Descriptive geodata can be rectified at any time and without any formal request. They appear in this third layer and can be viewed both through the Plan RF application and through the Plan MO application.
