<p>Percentage of enterprises for which a specific type of government program was the most critical for the business's innovation activities, by North American Industry Classification System (NAICS) code and enterprise size, based on a three-year observation period. Government programs include tax incentive or tax credit programs, grants and contributions programs, training and hiring programs, procurement, and other government programs.</p>
