The planned habitat improvement operations (OPAH) were established in 1977 and are consistent with the guidelines laid down by the PLH. Their purpose is to improve the living conditions of households in the private park, in a given territory, through the concentration of human, technical and financial resources, over a period of 3 to 5 years. The OPAHs and their variations (OPAH urban renewal, OPAH rural revitalisation, OPAH condominiums, OPAH energy and OPAH sustainable development) allow to target public action at the level of a sector to support the owners in their works projects or at the scale of a condominium in difficulty to help it.
