Large Combustion Plants (LCP/GIC)
Description
This spatial dataset includes information on large combustion plants, above 50 MW of rated thermal input, which are always found in IPPC industrial installations because it is an activity listed in Annex I of the Industrial Emissions Directive and in the IPPC text in force in Spain. Thus, in Annex I to Royal Legislative Decree 1/2016 of 16 December 2016, approving the consolidated text of the Integrated Pollution Prevention and Control Act, they appear as:
1. Combustion plants.
1.1 Combustion plants with a total rated thermal input equal to or greater than 50 MW:
installations for the production of electricity on a regular or special basis, in which the combustion of fossil fuels, waste or biomass occurs.
B) Cogeneration installations, boilers, steam generators or any other combustion equipment or installation existing in an industry, whether or not its main activity.
Thus, the presence of this type of plant in general implies that there is an IPPC activity (and therefore an Installation in the CDE4), but a very general case is that these plants exist in a facility where the main activity is another, and the machine provides energy, electricity or heat to the Industrial Installation. There is also the case in which an IPPC Installation, for example a thermal power plant for electricity production, has several large combustion groups, which would each be LCP/GIC.
In the EU-Registry scheme defined for the management of DEI-PRTR information in Europe, the “Installation Part” level has been generated to collect the information to report large plants but which constitute or may constitute a part of a larger facility. In the DEI regulation, large plants within Industrial Facilities have obligations to report information in the following cases:
• Large Combustion plants within the scope of Chapter III of the Industrial Emissions Directive (2010/75/EU, DEI) and Chapter V of the Industrial Emissions Regulation (Royal Decree 815/2013, REI).
• Waste incineration and waste co-incineration plants within the scope of Chapter IV of the IED and IV of the IER.
This type of facilities report a lot of information annually, as established in Article 72 of the IED, which corresponds to information on their operation (annual operating hours, fuel consumption, desulphurisation of the same), and emissions of the pollutants considered main (SO2, NOx, particulate matter), in addition to descriptive information of the group/plant and possible particularities of the same. This information is the one that has been included in the CDE generated for LCPs, which gathers information on the following aspects:
• Basic characteristics of the combustion plant
• Geographical Position
• Derogations and specific operating conditions
• Consumption and manner of operation (art72 DEI fuels)
• Main pollutant emissions (art72 DEI)
The origin of the information is the information communicated by the plant owners in the PRTR-Spain tool. Given that for each year many variable data are communicated (consumptions and emissions fundamentally), the CDE has been generated as a table in which there is a record for each plant and year incorporated into the report, with the consumptions and emissions corresponding to that year. The information for the years 2018 and 2019 has been incorporated for which information is available according to the EU-Registry data model in the PRTR-Spain system.
It should be noted that in PRTR-Spain there is information on more plants than those reported and Europe, because if the exceptions in Articles 42(2) and 43 of the IER are applicable (Articles 28 and 29 in the IED) the information developed in Article 72 of the IED should not be reported. The CDE is built by incorporating these combustion plants, adding a field where it is collected whether or not such exceptions are applicable.
