Interim Environment Regulation, Degassing-free area
Description
In the degassing-free area, it is prohibited to emit residual cargo vapour of petroleum products consisting of more than 10 % benzene.
When degassing, chemical tankers throw open their spaces while sailing on the rivers to evaporate cargo residues. Under national legislation, sailing degassing on the river is allowed, with the exception of some very toxic substances and petrol. As part of the Dutch Air Emissions Directive (NeR), benzene targets zero emissions. This obligation applies to land-based emission sources. It is undesirable that benzene and benzene-containing mixtures can then be emitted from a sailing vessel, without emission-limiting devices. Because emission reduction devices are not possible on a ship, there is a prohibition to degassing sailing.
