State of Voluntary Contribution Points (VCPs) - by waste stream and type of VCP

Description

Voluntary contribution points (VAPs) allow the direct deposit of certain types of waste by metropolitan users. It is an essential alternative to door-to-door collection. From January 2023, new voluntary contribution points dedicated to the flow of glass were installed in 26 municipalities and 3 districts of the European Metropolis of Lille. This massive deployment, dedicated to the collection of glass, aims to be deployed in all municipalities of the metropolis before the end of 2025. This initiative is part of a national objective to valorize glass packaging. The following are listed here: * PAVs that are in service, * those who are under maintenance, * those who have been convicted. VAPs are identified by waste stream and have a unique business identifier. ### Background The MEL PAV fleet is constantly evolving. The Department of Household Waste (DDM) ensures the link with the service providers in charge of the collection and maintenance of VAPs. Sometimes buried, sometimes aerial, they are arranged according to specific technical criteria: each point, validated upstream with the municipality and respecting the technical and safety constraints, serves an average of 450 inhabitants within a maximum radius of 350 meters. It is accessible to deposit glass packaging preferably between 7am and 10pm, every day of the year. VAPs are equipped with a QR-Code that allows a user to report a service or collection problem. The first consolidation of these data in the database dates from October 2023, when a new contract was set up with the collection service provider. ### Glossary * "Multi-material collection": includes the following recyclables: plastic, food bricks, metal, magazine papers and cardboard. * ‘Monoflux collection’: for VAPs, this historical method of collection - which is now disappearing - includes recyclable multimaterials and glass. * Cartons: experimentation with the collection of flat cardboard in PAV, for large producers of the administration type, with a view to obtaining a high-quality recyclable flow. ### Method The data are first created by the PPP/Development department of the DDM following a study. From there, the data is standardized by the DDM (primary keys, identifiers, etc.), transmitted by FTP to the responsible service providers, who integrate them into the database. The latter ensures the addition of data specific to its operation. During the life of a VAP, it is also he who updates the geographical position of the VAP or any other modification of a data attached to the VAP. The MEL remains the prime contractor on the deployment or inactivation of a base PAV. ### Control The MDD monitors the accuracy and freshness of data through field checks and data aggregation checks (cross-checking between different providers). Since many stakeholders are involved in the development of this PAV fleet, a quality procedure has been put in place.
